[SOLVED] CPU overheating on Dell laptop ?

hey i got a 4 year old Dell Latitude 5300, and noticed recently the fan is always running loud non-stop.
I checked and CPU temp is 90-100 C.

I tried changing the CPU's thermal paste, cleaned the fan, set up a new user in Windows, but no change.

Any ideas?

I'm assuming you mean a clean install of the Windows by saying new user? Speaking of Windows, what OS are you working with?

What aftermarket thermal paste did you repaste the CPU's IHS with?

Have you checked to see if your laptop is pending a BIOS update? Also, can you see what your system resource usages look like in Task Manager>Processes?
