CPU overheating without apparent reason

Okay so my friend has a PC thats old a few years and since few months ago it has overheating problems.

Processor: AMD Athlon(tm) 64 X2 Dual Core Processor 4200+ (2 CPUs), ~2.2GHz
PSU: is 275W.

Sometimes it stays on 35-40C, but when it goes over 50C it starts climbing until it hits 110C and PC shuts down... Then if i try to start it up it will offten just turn off without PC even booting into windows.

Things you should know:

- PC is CLEAN not a trace of dust in it!
- I changed thermal paste twice, with different tehniques: spread the paste with card or apply paste in X shape and let the cooler spread it itself when i put it. - made no difference!
- Tried removeing the battery on motherboard while power cable is off and loading default BOS configuration altho most of options like voltage are locked.
- Cooler is stock one but i dont see how it cant cool down CPU below 110C and its spinning at ~2400rpm.
- It has Win7 clean instal! So i dont think its a virus, and besides it is overheating even when im in BIOS. (Is it true that when pc is in BIOS the load on CPU is like 80%?)
- It overheats no matter what i do, being idle and CPU working at 1-2% or going on facebook, or watching a movie.

Things i tried that made some difference: i started PC in safe mode and it wasnt overheating, after that i booted it normaly and it was around 35-40C but after some time when i played some movie it turned off after 5mins... You should take into account that i had to wait for PC to cool off before i successfully booted it up in safe mode because it was shutting down even when i was trying to boot it into safe mode which made me conclude that when its over around 50C no matter what it will start going up to 110C and shut down.

Anyone has an idea what could be the problem?

I replaced the download link with google drive one so you dont have to download it. I dont wanna make the forum too clustered.

The power supply is some standard chinese brand. I can see which one is tommorow, and also check the voltages. But on some forums they say PSU can be the cause, and on others some say its not logical that not enough power can make CPU overheat.

I tried going into BIOS and maybe lover them but its all locked up...:/ And i tried reseting BIOS configuration to default and removeing the battery while power cable is off to reset it.

The pc is clean but is is it taking in enough cool ambient air and expelling the heated air?
 
Most likely the culprit is the chipset on that motherboard. They were well known for being of quite poor quality and caused numerous overheating and power issues on the boards they were installed on. That being the case, though the power supply could still be a partial cause, the motherboard will need replacing, and given the age of the system and its relatively poor performance when compared to a more modern unit, I'd suggest replacing the entire rig.

But yeah, i agree, PC should be replaced...:) Its just that my friend doesnt have the money right now so im trying to make his PC at least somewhat usable. And im curios what could be the problem but you guys gave me enough answers...:p If anyone has any more idea, post it, ill pic best answer tommorow...:) Thx
