[SOLVED] CPU Overheating without load for no reason !! Desperate for help !!

The issue began when I download MSI Afterburner to overclock my GTX1060 GPU which had several moments with windows shutdown (About a week ago).
Sometimes when I restarted my PC the error came up show CPU over temperature error at the BIOS screen but i was ignoring them. Later and later the issue is getting serious.
Until recently I replace my GTX1060 GPU with RTX2070 GPU and have very difficulty loading up windows at the shop where I bought my new GPU. We temporally fix it by reinstall a new windows 10.

To summary what I've tried.

1. check cpu water cooler Thermaltake water 2.0 (tested by hand touching still feel the vibration of warm water flowing though pipe which assume that it is still working)
2. re-coating cpu and cpu cooler with new thermal paste
3. set bios setting from previous overclocking to default settings.
4. reinstall windows 10

What the symptom of the cpu over heating I have now.

1. sometime the cpu temperature spiked to 90-100 degree for no reason. the lowest temperature I see recently is around 70-80 degree when idle but after i re-download MSI afterburner and max out power limit from 100 to 125 of my GPU, the idle temperature of CPU drop lower to 65-75 degree when idle. So i have little suspect about voltage supplying issue.
2. when loading a game or heavy cpu usage, the temperature easily go to 90-100 degree even though i use water cooling.
3. my gpu have no sign of over heating at all.
4. everything seems fine except the cpu easily over heating issue.

PC spec that I use
CPU: INTEL I7 6700k
CPU Cooler: ThermalTake Water 2.0
RAM: DDR4 Cosair Vengence RGB WHITE 8x2
GPU: RTX2070 ASUS ROG
HDD: Windows installed in SSD
MAINBORD: Z170 ASUS PRO GAMING
CASE: Cougar Evolution Galaxy 6GR1 Case

I suspected about three issue.

1. cpu cooler not working properly
2. cpu is broken
3. mainboard is broken

Thanks for your time. I really desperate for help. The guy at the shop just telling me to buy new both cpu and mainboard which cost alot.

You mean thermal paste right not silicone?

Silicone generally does not dissipate heat that well if that is what you used.

• Buy a new/known thermal paste
• Try manually settings your settings for your fans to spin faster.
• Try AIDA64 System Stability test and check the voltage and so
• You could try a BIOS update

guys, when i researching about AIDA64 system stability test from Hackerpunk1 suggestion, I found one interesting fact about "Thermal Runaway" that can occur when you overclock cpu or gpu too much and over long period of time.

Does my scenario match with this "Thermal Runaway" when a semiconductor like a transistor self destructs. and so generate much more heat than usual or suppose to.

and so meaning that my cpu is broken and need a replacement.

[PROBLEM SOLVED] the problem was due to the CPU Cooler. Although I have tested by touching the pipe, heating and the vibration, replacing this water cooler with a tower fan cooler show significantly reduce in temperature from 60 to 30 degree when idle.
