The issue began when I download MSI Afterburner to overclock my GTX1060 GPU which had several moments with windows shutdown (About a week ago).
Sometimes when I restarted my PC the error came up show CPU over temperature error at the BIOS screen but i was ignoring them. Later and later the issue is getting serious.
Until recently I replace my GTX1060 GPU with RTX2070 GPU and have very difficulty loading up windows at the shop where I bought my new GPU. We temporally fix it by reinstall a new windows 10.
To summary what I've tried.
CPU: INTEL I7 6700k
CPU Cooler: ThermalTake Water 2.0
RAM: DDR4 Cosair Vengence RGB WHITE 8x2
GPU: RTX2070 ASUS ROG
HDD: Windows installed in SSD
MAINBORD: Z170 ASUS PRO GAMING
CASE: Cougar Evolution Galaxy 6GR1 Case

To summary what I've tried.
- check cpu water cooler Thermaltake water 2.0 (tested by hand touching still feel the vibration of warm water flowing though pipe which assume that it is still working)
- re-coating cpu and cpu cooler with new thermal paste
- set bios setting from previous overclocking to default settings.
- reinstall windows 10
- sometime the cpu temperature spiked to 90-100 degree for no reason. the lowest temperature I see recently is around 70-80 degree when idle but after i re-download MSI afterburner and max out power limit from 100 to 125 of my GPU, the idle temperature of CPU drop lower to 65-75 degree when idle. So i have little suspect about voltage supplying issue.
- when loading a game or heavy cpu usage, the temperature easily go to 90-100 degree even though i use water cooling.
- my gpu have no sign of over heating at all.
- everything seems fine except the cpu easily over heating issue.
