CPU Overheats, turns into VOLCANO

My PC has been freezing and not working for months, so I decided to clean out the dust on the inside with a duster. After I dusted the inside I tried turning on my PC and it overheated and turned off within a minute or less. It goes up to 85 degrees Celsius in a matter of seconds. The heatsink and CPU become extremely hot very quickly, I tried touching both. I took off the thermal paste because it was very old, I am getting new thermal paste very soon.

Will putting on thermal paste stop it from overheating in a matter of seconds? If not, what can I do?

My heatsink is the corsair h60. My CPU is Intel core i7 920 from 2008 or 2009. The CPU fan runs at 1721 rpm and my power fan at 4041 rpm.

Note: I just used some toothpaste as thermal paste and it still overheats very quickly :(

Dude i had an amd 2200+ that would report 90c as soon as i powered it on. (Bought a new fan new case fans and everything) Finally a resistor popped and i tried rma'ing the mobo after i got the mobo back about 2 weeks later i had a funny smell coming from my tower. The cpu literally melted. It happens.
