CPU overloaded or throttling?

My build is about 6 months old, but has recently started exhibiting a problem where the monitors (all 3) go black, and come right back on. A week ago the computer just died, and I ended up replacing the heatsink (fan died), thinking that was the overall cause of the problem. Well, it wasn't, as it's still happening. I completely removed the GPU drivers (Radeaon r7 200 series) and reinstalled updated drivers, and the problem persists. Today I downloaded HWMonitor to check temps and clock speeds. Temps appear normal 19-43 degrees C for CPU and 49-55 for GPU. However, each core in the CPU (AMD FX quad core) is running between 1406-3917. I noticed that while streaming a TVshow, and playing online poker, these clock speeds get erratic and all 4 will spike to the high end of the range frequently. All the while the monitors are doing their annoying blinking game. Is there a correlation? Are these normal clock speeds for the given CPU? If this is/or might be the problem, how can I go about fixing it? Thanks in advance anyone/everyone!
 
Yes, while watching a movie. I don't know that the fan completely died. I do know that it was running hot, and when I removed the heatsink and tried to manually rotate the fan, it was sticking. I replaced the heatsink with a much better one, and aside from the monitor issue, everything seems to be running fine.
