CPU Parked Cores

My CPU I believe is parking cores. I have a program to un-park them, and I have done so. My CPU is labeled EVERYWHERE as a 4 core, 4 thread CPU, but task manager thinks otherwise. In "msconfig", it says 'check box that's checked' and then a "4". I don't know how to fix this.

Task Manager says "2 Cores, 4 Logical Processors (Threads)"... but CPU-Z says 4 cores, 4 threads.

Yes, that does appear to narrow it down to Windows.

Since we know your CPU and supporting hardware are functioning normally, if only Task Manager and msconfig are affected, I would first run a backup, then try a restore point.

If unsuccessful, then a Windows repair / reinstall may be your only options.

I assume you know of the program cpu core parking manager v3 if you run that program you can be able to make your cpu run on its highest performance. Another thing i would suggest is look at your desktop cpu power plan you can check that by going to control panel system then click system and security and then click the power options and select the high performance plan which will make your cpu unparked on its cores i did that on the school pc's which made bf3 back then run at respectable frame rate with drops here and there but it was very playable with few small drops on the igpu of the haswell i5
 


Have you installed the latest windows updates,bios updates and and a last resort would be to reseat the cpu. Which i doubt but definetly have the latest windows updates and update your bios.

Go back to msconfig > Boot > Advanced options. "Number of processors" should be blank, as well as Maximum memory, PCI Lock and Debug. A "blank" checkbox indicates default "Auto". There should also be the number "1" greyed out directly below "Number of processors". Whether the box is checked or not, if there's any other number entered, then Windows will use the "Number of processors" (Cores) that's entered, such as "2".

Many users feel compelled to tweak their software, as well as their hardware. It's easy to mis-configure Boot Advanced Options, as this area of Windows allows the user to click into one of Microsoft's booby traps, without the vaguest of warnings. That's how my nephew inadvertently turned off hyperthreading on his Intel i7. If you're unaware of this little known "Number of processors" problem, it can be tricky to troubleshoot.

Unfortunately, I think my CPU is broken. I have this all set up perfectly like you said, and it still says 2 cores and 4 threads. Something must be wrong because before this all happened, it would say 4 cores, 4 logical processors in Task Manager.
 
I unfortunately do not have a spare SSD or HDD. Windows identifies my computer fine, it tells me I have an AMD FX 4130, which is what I have. It's just not using everything it's supposed to be using.
 

Lest we proceed on false assumptions ... have you actually observed that only 2 of 4 Cores are under 100% workload? Run Prime95 v26.6 Small FFT's for 100% workload while running AMD OverDrive to monitor temperatures.

If all "Thermal Margins" have similar values, and all increase together when Prime95 is stopped, then all Cores are being equally loaded. This result would mean your CPU is functioning normally, so the problem could still be with Windows 10, which is certainly plausible, given Microsoft's brilliant history of update debacles.

However, if the load and idle tests are indeed normal, and given that CPU-Z and others also indicate normal, I would consider the Task Manager puzzle and the message in msconfig as related. Conversely, both symptoms could be an indication of corrupt software, possibly coinciding with the installation of the parking utility. Have you tried uninstalling it?

Go ahead and run the load and idle test and let's see what you get. Regardless, the circumstances also suggest that it's appropriate to run a virus scan, then download and run Malwarebytes and SpyBot.

Thermal Margins were all equal values while under workload. They also remained with equal values while idle. Workload was clocked at 100% under workload. Idle was around 9% to 29%. For MalwareBytes, it found around 222 threats and I quarantined them all, rebooted system and still says 2 cores, 4 logical processors in Task Manager. I did SpyBot and got 30 results, fixed them all. Rebooted and still says 2 cores, 4 logical processors.
