Question CPU PCI express compatibility

In ark.intel.com mentioned that i7-10700 CPU support PCI Express 3. Does it work with GPU with PCI Express 4 ?

Yes, but only at PCIe 3.0 speeds. Not really worth worrying about. Most GPUs don't use that much bandwidth.
