My build is
Mobo: Asrock B450m HDV R4.0, test was done using BIOS version 7.4 and the latest one, same issue
CPU: Ryzen 5 3600 (PBO always disabled)
Old RAM: Viper Steel 8x2 3000 Mhz CL16 16 16 38
New RAM: Viper Steel 16x2 3200 Mhz CL16 20 20 40
PSU: Seasonic SII12 550 watt
GPU: RTX 4060 Ti 8GB
Windows 11 latest version and update

After installing the new rams, a drop in cpu performance not less than 5% while the ram always working on 3150 Mhz if I push it to 3400 mhz, it will work on 3350 Mhz
Using 3dmark
CPU Score was 7 287 and now 7 007
Also using CPUz
Single core was 506 now 485
Mutlicore was 4120 now 3990
Also, the Bios menu settings seems laggy a little bit

What I did:
- Change timing to 16 16 16 38
- Change speed to 3400 mhz
- Use a fix FCLK equal to half of the speed 1600 and 1700 in case of 3400 mhz
- Tried to use PBO, and overclocking CPU same results always drop in performance
- The only extra thing I did is cleaning CPU cooler and repasting again before the issue started
