CPU Performance enquiry

Hi everyone. I just bought an used i5 4570 online. They guy said that it was taken from office pcs. But the thing is, my rig right now is running kinda slow. The guys from the tech store i go to said that it will keep running like that for a while because the cpu hasnt been used in a long time. So, i dont how true this is, and if i need to run some tests to help the processor get used to my pc. I just need help to get the situation better. I'll be using my pc for gaming mostly, I dont know if that makes any difference.

A CPU is an inanimate object. How long between uses is irrelevant. It doesn't have to"get used to " your PC. the guys at the tech store fed you a line of crap. There could be any number of reasons for the slow running. We would need FULL system specs(make and model) including RAM, GPU, PSU, etc. in order to give you a reasoned opinion.

Specs:

Asrock H81M - VG4 R3.0
2x4 Kingston DDR3 RAM Currently running at 1333mhz
Core i5 4570 - stock cooler
Crappy OEM psu (upgrading it next month to a EVGA B1 500W)
No GPU at the moment (also upgrading next month alonside the psu, will be a EVGA GTX 1050 SC)
1TB HDD 7.2 RPM
No case fans fans
 

Since you have only integrated graphics, gaming will be on the slow side, nothing will fix this until you get a discrete graphics card(like the 1050). And if you have no case fans AT ALL, then your CPU could be overheating and doing what is called "thermal throttling", where the CPU will go into slow down mode in order to prevent it from getting too hot.

Intel i5 4570 is not that bad, but is also not very good in performance.

It Will work with most of the games (at lower settings), however some games especially in multiplayer mode require a tremendous lot of CPU power.
Games like Crysis 3 , Far Cry 4, Far Cry Primal, GTA-V or Battlefield 3/4/Hardline is very demanding on CPU-power, just in single player mode at a reasonable game settings.

With that said it is totally ridiculous that a cpu has to be exercised.
That is a totally lie and has nothing with reality to do.
They are flat out lying or they don't now better.
It is simple not true!
And frankly, that is Not how an electronic device is working.

A descent graphics card to Your rig will do just fine together - I think.
but You will need a computer chassis that supports good cooling/ventilation and also a power-supply that can handle everything. Not to mention at least 8GB of ram - if You are running on a 64- bit operating system.
And the chassis has to be able to fit the graphics card in length.

Im not gaming right now, i know that without a gpu i would be just useless xd. What i meant is that my os is kinda slow, like running basic tasks (and that has nothing to do with having a a dedicated graphics card). Sorry if i didnt explain myself good enough, english is not my main language :D
