Hello,

I've removed every power limit in BIOS, but the CPU is still power throttling.

In the BIOS, I set the Long/Short Power limit to the maximum (4095), but then for the PL1 (Long Power Limit), it says that it's still 65W

Mobo: ASUS TUF Gaming B560M-Plus WIFI
CPU: I5-11400F
PowerSupply (if needed): be quiet! System Power9 (700W)

Post a screenshot of the ThrottleStop TPL window. You can use ThrottleStop to increase PL1 as long as the BIOS has not locked the power limit register.
I could set the Power Limits here, but I don't want to use this app.

Your BIOS is broken so you do not have much choice. The BIOS is setting PL1 to the default 65W. You can fix this problem by using ThrottleStop or you can power limit throttle during any long term test at 65W.

You can try installing different BIOS versions but all of them likely have this same 65W limitation.
Why would it be broken? I just bought it a few days ago.

Raising power limitations is overclocking. The 11400F is a locked cpu. B/H boards are locked Bios boards. Neither was designed to allow overclocking of a cpu.

Programs like Throttlestop can circumvent certain restrictions, but not all. If you want to overclock and have a cpu that is not power limited through Bios, I'd suggest purchasing a Z rated motherboard and a K rated cpu, not a F.
