Hello there forums. Before I get started with this topic, here are the 2 most important parts you need to know in order to help me.
Cpu: Core 2 Duo E6400 (2.13 Ghz)
Gpu: Gtx 650Ti Boost Edition

Alright so back then, I had a Gt220 and everytime I wanted to play on medium settings for lets say CSGO, it will crash. No matter what I do it will crash.

So I then decided to just go for a GPU upgrade and figured it will be solved but nope, it stayed the same. Furthermore, Im only getting 30 Fps on lowest with this card (Gtx 650Ti Boost) on CSGO. Complete bullshit right?

Now, I need to know if its the cpu problem or not. Im looking to buy a Core 2 Duo upgrade like a Q6600. I dont plan on editing so thats why Im sticking with a Core 2 Duo Series. If the cpu is the problem, are there any Core 2 Duo cpu's you can recommend?

Additional Information : Cpu is on 100% load most of the time for most games I play.

Solution
The difference between both CPU's are minimal, so I wouldn't bother upgrading to a Q6600. You will keep having performance issues since it is outdated hardware. I would recommend upgrading CPU+motherboard+RAM, even a cheap i3 setup will perform much better than your current setup.

There can be many reasons for the game being crashed.

1. As you said CPU is working 100% there can be a problem with the allocation of cpu resources to the game.
2. There can be a problem with the CSGO installation itself on your computer, try uninstalling and reinstalling
3. You need to refer to the event viewer in windows to find out more detail about the crash as to why it happened?
4. There can be a possibility that your cpu is getting heated or throttling too much hence it has to down throttle to save itself.
5. Also download free software called realtemp and monitor your cpu temperature.
