It may be a stupid question but I'm noob when it come to this... I may need to buy a new CPU. Right now I have Intel Core i5-4670 and the motherboard is Gigabyte GA-H97-D3H.
Now let's say I'm getting a new CPU:
-Does it come with a whole motherboard?
-Does 'CPU' mean the whole computer case or just a small component?
-Can I install it by myself? Is it simple as installing a GPU? If you can link me to some good guide I'd appreciate it.
-Which one is better i5 or i7 or Ryzen? And what models are the best nowadays? I need it for 1080p 60fps high settings gaming.

Thanks

CPU is only the 'central processing unit' chip.
just a small-ish square chip the fits in your motherboard.

Does it come with a whole motherboard?
you can find combo deals that will also include a motherboard but they are sold separately the majority of the time.
Can I install it by myself? Is it simple as installing a GPU?
easily installed by the owner but not as easy as inserting a GPU.
Which one is better i5 or i7 or Ryzen?
concerning the newest generations;
Intel Core 11th & 12th gen, i7 will be more powerful than i5
Intel vs Ryzen, there are equally powerful models from each manufacturer
And what models are the best nowadays?
that all depends on your usage.
an i9 or 16 core Ryzen may be "better" but it would be a huge waste for a light gaming system(1080p 60Hz).

your current motherboard will only support some old 4th gen Intel core models.
for a modern system you will need new motherboard, new DDR4 RAM, & a new CPU.

include your complete system specs and some can offer you a few choices for a new build.

one recent system i had put together for a friend that is a nice "budget" gaming system.
you will just need to add a graphics card if looking for a new one of those also.
any components that you already have available you can just remove from your cart:
