CPU Reclock itself?

Hey,
I just changed from a 500W PSU to a 1000W PSU. After I changed it, during the BIOS boot screen, it said the computer previously failed to boot due to some OC thing, but it started again fine. However, I was just checking CPUZ and it said my 1.5GHZ but then it keep fluctuating between 1.5 to 3.4.
Core speed 1596.3 - 3291.9 MHZ
Multiple 15 - 35
Bus speed 99.8
What going on, how do I fix it? And do I need to OC? Thanks

That's normal behaviour. You have Intel's SpeedStep or AMD's equivalent to SpeedStep running, it reduces the clockspeed when the CPU isn't being heavily taxed in order to save power. When your CPU needs to do more work it will increase it's clockspeed to maximum automatically. No need to worry, you're not losing any performance because of this.

Solution
With Speed Step enabled the clockspeed can vary quite a bit depending on what you are doing. Sometimes there may be short burst of CPU activity that will bump up the clock speed, then it will just drop back to the idle clocks. I see it all the time when doing things lighter on the CPU like web browsing or watching a video. The clockspeed usually won't stay constant unless the CPU is either idling or doing a heavier task that requires a consistently high clockspeed.
