[SOLVED] Cpu running above 2.2ghz in power saver mode

Hello guys.. I have a query regarding my cpu clock speed. I have ryzen 5 3600 and it becomes very hot when I run it at max clock speed while playing games(90-95c). So i run my computer in power saver mode and the clock speed remains at 2.2ghz. But while playing games like gta 5, ac odyssey, etc, the cpu clock speed automatically starts reaching to its max capacity even in power saver mode and the temps go beyond 95c. So I at once stop playing and I am not able to understand why the cpu is running at max clock speed in certains games even when the system is on power saver mode. Any suggestions or help would be highly appreciated.

If you wanna decrease CPU usage in power saving mode, set "maximum processor state" to something less than 90% in power saving mode.
This will help keep the temperature down while you play games at the cost of performance. Reapplying thermal paste might be a good idea and might allow you to run the CPU at full speed.
That is NOT normal. What cooler do you have? Are you using a PC or a laptop? The 3600 should run at ~3.8GHz most of the time at minimal temperatures (50-70 max) on the stock cooler. Are you sure you installed the cooler properly and/or applied thermal paste properly?

I m sure that I have installed the stock cooler properly. But I am not sure about the thermal paste because when the 1st time I installed the cooler, I had to try 2-3 times to set it properly on the cpu. So I moved it away from the cpu and detached it 2-3 times before finally screwing it till the end. So do I need to reapply the thermal paste? Because on stock cooler it was already applied, I just had to remove the sticker. And for instance, if I continue to use my pc in power saver mode and temperature remains below 70c while gaming, is it safe to use my pc like this only?

Okay. Thank you for clearing my doubts. Now I hope I'll be able to run the cpu at 2.2ghz or less constantly. I am ready to sacrifice on gaming performance a bit. Because I did not notice any major difference in gaming when I ran the cpu at full speed and at 2.2ghz. Maybe because games are more gpu intensive. By the way I have an aftermarket cooler already but I am just not installing it thinking that I might damage something inside the cabinet. So if power saver mode is giving me almost the same gaming performance and temperature is also not going beyond 70, I am thinking of using my pc like this only until and unless there comes an extreme need where games just perform poorely and i'll have to install an aftermarket cooler so that i can run my cpu at full speed. (I think that time is going to come soon... #Cyberpunk). Lol..

which aftermarket cooler is that? CPU temp under 100C can't harm the CPU. But to avoid throttling, staying under 80/85C will do.
 
No, do not do that. Are you actually in need of saving power? If so, that's fine, but using a 3600 at 2/3 or less of its regular speed is a big waste of performance. It should be clocking at 3.6GHz-4,2GHz under full load.
I am using the power saver mode because in balanced mode my cpu clocks between 3.6-4.2ghz, as you mentioned, but its temp is going beyond 90-95c while gaming. So therefore I am using my pc in power saver mode. Though I am compromising a bit on performance but the cpu temp remains under 65-70c while gaming. I know that the best solution will be to reapply the thermal paste or install aftermarket cooler but if using my pc on power saver mode always will not do any harm to my cpu, as confirmed by many, i am thinking of installing the aftermarket cooler only when the need becomes extreme.
