Question CPU running hot, and other issues ?

I'd really appreciate some help with this.

Issues:
  • CPU running around 95C at idle, at all times. Ranges generally between 94 and 96 degrees.
  • Bios says CPU is throttled to 0.4ghz. Computer runs slow at all times now.
  • Userbenchmark puts PC at 9th percentile compared to similar configurations.
  • Have tried bios versions 2.02 (this is the setting motherboard came with, bought 5 Mar 2024), 2.08 (most recent/newest), now on 2.01. No change.
Fix attempts/flailing/grasping at straws:
  • All motherboard connections firmly seated.
  • Full windows computer reset.
  • Tried eco mode in Ryzen master.
  • Ran curve optimizer in Ryzen master on all cores, resulted in "CO All Core Value -50".
  • Heatsink installed with firm contact, thermal paste applied.
  • Replaced CR2032 battery on motherboard.
  • All drivers and windows update (Windows 11 Home 64 bit) done.
Other context:
  • Bought the parts early 2023. Had a PC shop finalize the build/make it work.
  • Motherboard is exact same model, replaced/installed week of 5 Mar 2024, by a PC repair shop. I physically damaged the original motherboard by accident by bending some socket pins when attempting to add thermal paste as my initial fix to the overheating CPU.
  • Motherboard temp seems fine, around 32 degrees.
  • Noticed in Feb 2024 that the CPU temp was around 95 degrees. Tried to change fan settings in bios but didn't seem to have an effect.
  • Changing fan settings in bios now results in computer unable to boot; requires shorting CLRCMOS1 on motherboard to get back in. Same with other misc changes to bios settings.
  • I think PC performance has been degrading for awhile, as has the ability of the PC to accept bios setting changes (e.g., fan speed), but I only noticed the hot run temp recently and can't swear to this.

System components (with userbenchmark percentiles):

MBD: Asrock B650E PG Riptide WiFi
CPU: AMD Ryzen 9 7900X - 58.9%
GPU: Nvidia GTX 1660 - 64.1%
SSD: WDC WDS100T2B0A-00SM50 1TB - 59.2%
HDD: Seagate Barracuda 3TB (2016) - 45%
HDD: WD Blue 500GB (2010) - 26.1%
USB: WD My Book 1230 3TB - 11.2%
RAM: Corsair Vengeance LPX 4800 C40 2x16GB - 75.2%


DeepCool GAMMAXX AG400 Single-Tower CPU Cooler, 120mm Fan (previously used "Thermaltake TH240 ARGB Motherboard Sync Edition Intel/AMD All-in-One Liquid Cooling System 240mm High Efficiency Radiator CPU Cooler, CL-W286-PL12SW-A LGA 1700 Compatible"; same high CPU temps)
Two intake fans, two ceiling mounted exhaust fan, one rear exhaust fan; GPU and heatsink have fans. Heatsink fan blows right into the rear exhaust fan. All operate well, but cannot be adjusted in bios as mentioned above.

Did you check to see if there’s a protective plastic film on the CPU cooler that needed to be peeled off before pasting?

And how are you measuring CPU temp? Something is seriously wrong if it’s 95C at idle.

Thanks for your reply. I wish it was the plastic sticker on the CPU or the cooler. I just checked again and there is no issue with that.

How I'm measuring CPU temp is within the BIOS, and in Ryzen Master, both of which show around 95 degrees. Since I posted this, PC just went to 101 and conked out. Seems more stable now, back to 95 degrees.

That cooler is woefully inadequate but 90c+ at idle is way too much even for it. I'm having hard time with brand new and one of best AIO 360. Minimum temp at idle is just under 50c and max 85c.

I’m wondering if the CPU has developed a fault, such as the integrated heat spreader coming loose and separating from the die. That could explain the thermal throttling at idle even with a cooler installed. Any chance your CPU is still under warranty?

Thanks! I’m response to the integrated heat spreader coming loose, would that be physically noticeable while handling? When I accidentally wrecked the last motherboard socket, I handled the cpu and it was rock solid.

That said, I bought this CPU in January 2023 and it came with a three-year warranty. If I strike out with the troubleshooting, I will go this way as it was pretty expensive.

Yeah it’s a really weird scenario. I can’t say as I’ve never encountered anything like this before - it’s only a hypothesis, having the die not contacting the IHS. I just can’t think of any other reason if you already tried 2 different coolers, assuming they were fitted correctly. I’ve heard Ryzen 7000s can run hot, but your situation is definitely not normal. I’d certainly be seeking an exchange under warranty if possible.

Thanks again. I honestly hadn’t considered that route before. But that’s my plan now.
