CPU running very hot after rebuilding + reapplying thermal paste

So I recently rebuilt my PC from the ground up, so everything is somewhat freshly placed, so I could've done something wrong.

CPU: i7 4790K
Cooler: H80i

If I recall, with the preapplied paste, I would reach 80C at full load which is fine. Since putting my computer back together, I've applied Arctic Silver. I'm idling at ~63C and just launching and running a game like Maplestory sends me to 95C. Full load at 100C.

I've reapplied paste three times now hoping to resolve it. First two times doing the rice method, third the pea. Same results. What's the deal? My pump is working fine because one tube is hot.

Well if the issue happened just after the rebuild its obviously a cpu cooler issue. You mentioned the thermal paste being applied correctly, so I am guessing the cooler is seated properly as well. There are no unusual "bends" on the hoses? Fans on the rad work properly? 100% sure the pump is plugged in and working?

Fairly sure the pump is working fine. I can feel the liquid getting pumped through the hoses. No kinks, looks fine. Fan's spinning the fastest because temps are constantly up. Do you think it's an issue with how it's seated? I made sure the cooler's stand-offs were secure, and the screws are in tight as well.
 
Well by going through the elimination method, if the pump is working, the fans are working, the thermal compound is applied correctly (you did clean up the old one yeah?) then the only other thing that comes to mind is the waterblock is not seated properly.
 


GPU. old one died, so when I was troubleshooting to see which part was broken (didn't know it was the GPU at first), I completely took apart the build, testing different motherboards, PSUs, etc, so everything was eventually remounted as if it were a new build.
 
update: I took out the motherboard and took everything off. Remounted everything again, even the standoffs/whatever for the pump. Temps are slightly better but still much higher compared to before. I don't get it.
 
So I swapped out the pump with the Intel stock cooler, and the temps dropped dramatically. Strange. It really appeared as if the H80i was working fine. Idling in the 40s now. Guess I'm gonna have to get a new cooler. Thanks for the help, guys.
