CPU running very slow

Is there any way to fix this problem
CPU: Intel Core i5 4690K
GPU: NVIDIA GeForce GTX 980
MB: MSI Z97 Gaming 5
Ram: 2 DDR3 4GB HyperX Fury
PSU: EVGA NEX650G 80+ Gold
HDD: one 3TB ST3000DM001
Fans: 2 Insignias 120mm fans, Coolmaster 212 EVO 120mm fan
Case: NZXT S340

Jump into the bios , and look for processor settings/ speed is set to "auto", vice the current 8 x multiplier....

I have search for the 8 x multiplier but have no found anything that is there

If that's at idle, it's supposed to be 800mhz. Downloaded OCCT or the like and run the cpu test. Should see it jump to max speed.

It does this to save power - Intel Speedstep.

What do you mean as for 'parked' and for the temp the average was 40C

Parked is simply another term for 'disabled'. If you paid money for 4 cores you don't want 2 of them to be disabled! ?(if they are).
Go into control panel > hardware and sound > power options > select high performance

Under load (use OCCT) it should jump to it's turbo frequency. At this point, I don't believe you have any problem with your system.

On the picture OP provided, 100% load @ 800Mhz.

It sounds like it may be throttling because of a faulty sensor in the motherboard. I have seen these exact symptoms. To tell disable Intel adaptive thermal monitor in BIOS and see if your CPU returns to normal speed. Don't leave it disabled though because if your cooling fails you will burn up your CPU.

When I launch something it stays at 800 MHz and never moves

I have disabled the thermal monitor to see if it was a sensor but it never went to normal speeds

For me, sounds like there's something serious problem between the motherboard and the CPU. Can you check and make sure all the power cable plug all the way in on the motherboard and nothing loose or missing?

Does your PC getting enough 12V, 3V, and 5V?

Your motherboard only received 11.1v, now that is a big problem. You should not go below 12V or above 12V ( 13V for instance) on your motherboard no matter what.

Weird. Even if you disable Turbo Boost in the BIOS for CPU with high performance power option plan enabled on Windows, you shouldn't go below 3.5Ghz stock at all.

I did install the cpu correctly and did not damage the socket bin and no to the power plan.
My motherboard does not have a slowmode switch so that doesn't apply to me.
And I thought AI suite was only for ASUS and if not then how do I get there?
