CPU running very slow

Is there any way to fix this problem
CPU: Intel Core i5 4690K
GPU: NVIDIA GeForce GTX 980
MB: MSI Z97 Gaming 5
Ram: 2 DDR3 4GB HyperX Fury
PSU: EVGA NEX650G 80+ Gold
HDD: one 3TB ST3000DM001
Fans: 2 Insignias 120mm fans, Coolmaster 212 EVO 120mm fan
Case: NZXT S340

Weird. Even if you disable Turbo Boost in the BIOS for CPU with high performance power option plan enabled on Windows, you shouldn't go below 3.5Ghz stock at all.

Can you run Intel® Processor Diagnostic Tool: https://downloadcenter.intel.com/download/19792/Intel-Processor-Diagnostic-Tool-64-bit-

Did you install the CPU correctly, and did you damage the motherboard socket bin at all? Did you do any changes on Windows power option plan at all?

And can you try this as well?

-Open the Al suite go to the tab EPU

-Then on performance tab UNCHECK the "Enable Away Mode"

-Do the same on The Power saving tab.

I did install the cpu correctly and did not damage the socket bin and no to the power plan.
My motherboard does not have a slowmode switch so that doesn't apply to me.
And I thought AI suite was only for ASUS and if not then how do I get there?

Oh sorry about the AI suite suggestion part. When does this problem begin and how long do you have this problem going?

This problem began about a month ago but has never shown itself as i have had this PC for 3 years now and yes I do clean it but never have had it do this

Let try this.

Take out the CMOS battery on the motherboard, and unplug all the cable that are connected to the motherboard for 10 minutes. After 10 minutes, plug everything in, also do you have a spare new CMOS battery that you can try out?

tried this but still at the same issue at this point feel like giving up

What year and month do you purchase that processor? All Intel processor come with 3 years warranty. In your case, I think CPU is defective. Do you have another 4th gen CPU that you can try it out to see if this is your motherboard? Like an i3 something?
