cpu running with extremely low power consumption(but clock is all right)

i run furmark on my cpu i5-4590. get a full cpu load but the cpu power is only 20w. is that because of the cpu or my power supply? i didn't encounter any unusual hardware error or unexpected reboot, does that means the problem is from my cpu?



i found this problem because i have got much lower fps from any game comparing to similar computer. i always try to find out why but fail. today i finally notice this abnormal cpu consumption is way lower when i run any benchmark. the clock is all right but max cpu power is around 20w out of the tdp 84w. i think that will be the problem. but i don't have a spare platform to check and test which part cause the problem.

i got a supply of 400w. for a i5-4590 and a gtx1060, it should be enough. i think the power supply should be ok because i didn't have any other hardware problems. i furmark the gpu and both load and power are 100%.

so probably it is the CPU. but i have never heard of this kind of problem for a cpu, neither did i found similar problem online. can anyone help me?

Is this a recent issue on an already running PC or is any of the hardware (cpu or motherboard) new? Motherboard firmware up to date? Could possibly also check power management settings.

What motherboard do you have?

i don't remember if this cpu issue happened before. it is a 4 year old pc with gigabyte b85 motherboard. i do remember once i dropped the chassis from 50cm height . so i also suspect it is a motherboard damage.
according to the bios, power supply is with the right voltage number on 3.3v, 5v and 12v . i am getting a meter to check if the cpu cord is 12V.

i set the bios and turn off all the CPU power saving setting.

so if the supply voltage reading is ok, i guess it probably on the board or the CPU, mostly the board maybe?
