Cpu self throttling

Hello. Can you please tell me how should I know if my CPU is self throttling ? What monitoring program should I use? and what should I be monitoring ?

Im having some issues while gaming , some fps is lost after getting heated up , so i wanna know what is my problem! is it my GPU or CPU self throttling ?
 
I monitored my temps , and always do! My cpu temp is 78-84 degree Celsius while gaming . and my gpu temp is 67 degree max . I think my problem is with my gpu self throttling temp , but i wanna be sure that my cpu is not a problem.

So the way to tell if the CPU is throttling down is to monitor the speed with something like CPU Z or RealTemp. You'll be able to see the frequency drop during intense tasks. Most of the time throttles don't occur until near 100C. The thing is the CPU and GPU will heat up the motherboard which also has thermal limits, which can and will hurt performance. When I first started gaming, I started on a laptop. My recommendation is to buy a chill mat.

As you can see im on hp laptop , so the cpu and gpu are close to each other, so , by simple sense , if one of the too get some heat , the performance will decrease , since an increase in cpu temp will increase gpu temp , and vice versa. What should i do in my case ? My gpu max temp is 67 degree , i have noticed that when my cpu is reaching above 82 degree , im loosing some minimal performace : 10 fps : ,What should i try ? Where you think is my problem ? is it the cpu overheat causing thermal throttling performance , or the gpu ? As i said , gpu max temp is always 67. Its locked. So, if i tried any game , my temp is always 67 degrees. So , i guess its the cpu ? What do you think ? Maybe when cpu getting to that throttling temp , its forcing the gpu clocks to perform slower ? My problem is always contradicting itself anw. you think 80-86 is too much for Processor Intel(R) Core(TM) i7-4500U CPU @ 1.80GHz, 2401 Mhz, 2 Core(s), 4 Logical Processor(s)

What you have to understand, is there's really nothing you can do. You're using a laptop not a desktop, so you can change fans or fan configuration. Try a chill mat. If that doesn't fix it, lower settings. If those two don't fix it, build a desktop.
