CPU Smart Fan Control BIOS Issue

This is my current fan curve set in my BIOS.

CPU Smart Fan Control Enabled

CPU Fan Level 1 Temp 40
CPU Fan Level 2 Temp 50
CPU Fan Level 3 Temp 60
CPU Fan Level 4 Temp 65

CPU Fan Level 1 Speed 20
CPU Fan Level 2 Speed 65
CPU Fan Level 3 Speed 80
CPU Fan Level 4 Speed 90

When my CPU reaches 50-58 degrees the fan speed does NOT go over 50% even though I have it set to 65%.

Why?

It's as though nothing changes when I change anything with the Smart Fan Control.

My PC Specs:

CPU: i5-6402p
Cooler: Cryorig C7
MoBo: MSI B150M Bazooka Plus
Windows 10
 
Solution
65% PWM signal and 65% voltage or 65% max fan RPM are not the same thing.

65% PWM signal probably equates to somewhere around 40-50% of your fan's max RPM. I would try increasing the setting, then checking using HWinfo in Windows to see what RPM it's actually peaking at. If your motherboard has the option to switch between PWM control and voltage control, you may wish to change over to voltage control if you are unable to achieve the desired curve using PWM percentages.
