cpu speed freezed at 0.48ghz

I have Lenovo z51-70 i7 laptop with 8gb ram and 4gb amd processor. last 2 years it worked very fine but when I reset it CPU speed dropped to 0.48ghz after that I performed a full clean install of win 10 pro but still the same problem. I performed every test for my hardware issues but everything seems fine but CPU speed is not increasing its stuck at 0.48ghz. I searched all over regarding his issue and came to know that I have event id 37 which is limiting my processor speed but I didn't get proper solution. if somebody knows about this issue please give me a solution as I can't use any of my software as the speed is very low and its lagging.

I had been fighting this problem for a long time. I tried basically everything. What I observed is:

1. Whenever the battery level is below 25%, it is lock to 0.48GHz and never go back, even if I charged it back to 100%.

2. Once the battery level is higher than 25%, go to BIOS, randomly change some setting and save (usually enable/disable intel virtual technology), it will go back to normal.

3. Windows 10/8.1 both have this problem.



I finally gave up and requested a repair. Now, it has been a month...

I filed a BBB complaint last Friday, one manager contacted me this morning and promosied me a replacement with a full year warranty. Let's see how it ends up.



This issue should be an hardware problem, if you guys want to get it resolved completely, probably service request is the only way to go. However, Ideapad support is a joke (I usually buy thinkpads with on-site warranty, and those things have much a better support), be prepared to file a BBB complaint.
