So I don't usually check my CPU speed when in-game unless I get really bad FPS and that's what started happening today. I open Spyro Reignited Trilogy and after 1 minute my FPS started dropping to like 30 - 40 for no reason, and then going back up again after entering a level and it just kept changing from normal 60 - 80 to 30 - 40 for a couple minutes like 1 minute I would get 60 FPS the other I would get 30. And I kept on checking my CPU speed and it was always around 1,60 GHz until I quit the game which made it go back to 3,90 GHz. My FPS was just fine yesterday and it just started happening today. I have an MSI laptop and my pc specs are: CPU = i5-8300H, GPU = GTX 1050, RAM = 12gb

Sounds like your cpu is thermal throttling. When your cpu gets too hot, it cranks its clock speed down to generate less heat so that it doesn't damage itself. I would monitor temps when this happens.
