[SOLVED] CPU Speed Jumping Around

My specs are:
CPU : AMD - Ryzen 5 1600 3.2 GHz 6-Core Processor
Motherboard : ASRock - X370 Pro4 ATX AM4 Motherboard
Memory : GeIL - EVO POTENZA 8 GB (2 x 4 GB) DDR4-2400 Memory
Storage : Western Digital - Caviar Blue 1 TB 3.5" 7200RPM Internal Hard Drive
Video Card : EVGA - GeForce GTX 980 4 GB FTW ACX 2.0 Video Card
Case : DIYPC - VisionII (Black/Blue) ATX Mid Tower Case
Power Supply : SeaSonic - FOCUS Plus Gold 550 W 80+ Gold Certified Fully-Modular ATX Power Supply

Recently, my cpu temps have been hotter than normal. The temps jump back up quickly after decreasing slowly when the temp is around 41 C and the cycle repeats. Before the temperature wasn't more consistent. Throughout the entire thing, my computer is idle.
 
Solution
When was the last time you cleaned the case interior, fans, heatsinks, and intake filters?
If you live in the Northern Hemisphere, it's Summer. Turn on the air conditioner.
Adjust your fan curves.

There's never a true idle while windows are running, even smallest thing can raise frequency of at least one core. Something in your system triggers some core usage, check in Task manager which one.
