cpu speed locked 4.4

i bought about 3 months ago a used cpu amd 8350,works fine,but since i got him,cpu speed is always locked 4.4,like i didnt touch a think,i wanna my cpu to run normally like when there is nothing to do i wanna he speed to be as low as possible,and when he is full speed at 4.0,like normal,not like overclocking,any help plz

oh forgot that,power plan is not on high performance of course,even if it is power saver cpu speed wont give a damn,stays 4.4

Have you tried going into the bios and reset everything to defaults?

well i fixed it now,i updated every thing i could for my mobo,i have sabertooth 990 fx r.2.0,and also went to bios and enabled cool and quiet,and finnaly i saw my cpu speed at 1.440,and my pc is finnaly quiet!
