Question CPU Speed stuck at 1.36 GHz but Works Fine in Safe Mode

MY build is :
Motherboard: MSI 970 Gaming
Processor: AMD FX-6300
RAM: 8GB (1x4GB and 2x2GB) DDR3 RAM (1600MHz)
Power Supply: 420W PSU
Storage: 500GB HDD
GPU: Sapphire R9 270 X (with one fan not working)
Operating System: Windows 10

I am experiencing a problem with my CPU speed being stuck at 1.36 GHz. However, it works fine in Safe Mode. Is it a Software Issue or a Hardware Issue ?
