Question CPU speed stuck on Dell laptop ?

Good morning
I have a Dell XPS 9570 with an i7-8750h, but it is stuck at 0.8ghz and 3%.
It seems that Dell used an integrated controller which blocks the processor, which means that mine is stuck at 17w instead of 45w.
I updated the bios, but it doesn't change anything.
You can see the problem on the screenshot.
Does anyone know what to do to resolve this problem?

Which BIOS version are you currently on for your laptop? If I were in your place, I'd try and disassemble the laptop, disconnect the internal battery and then press and hold down the power button for 30 seconds to drain any residual power on the laptop.

Once done, try and power up the laptop and see if that alleviates the issue.

And does that reset the bios? Shouldn't I also remove the cmos battery? Because this battery is located behind the motherboard, it is impossible to remove easily.
