[SOLVED] cpu spikes to 100 drops down quick

hello, i have a 8th gen i5 5500 a gtx 1050ti ,nzxt kraken m22 water cooler and a msi a-pro mobo. when ever i am in game or just on my desk top if i start up task manager my CPU is at %100 but drops down to around %20-%40 in a blink of an eye. bought this CPU probably 1 week ago so its shouldn't have an issue any suggestions?

also cooling temps are fine

That is normal. Just means the program used as much available CPU power as possible to open faster.
