CPU start fail

Not sure if this is being caused by my CPU or PSU, but when I start up my computer (hand built), the CPU troubleshooting LED on the motherboard flashes, and everything stops working (case fans spin for as second, stop, then start back up and repeat the cycle). How do I fix this issue?

Feel free to close this thread..turns out I managed to bend some pins in the CPU socket, among other places.
