Question CPU Start up issue

Hi there, my CPU isn't starting, I mean when I press power button it doesn't start. The fan in the CPU just start for 0.5s or hardly for 1 sec and it stops again. I am not sure if it's my PSU is dead or motherboard. And also one more thing I have noticed, my mouse is showing the light not sure where it's coming from.

Can you tell me what's the issue.

8GB RAM
GT 710 2GB

It starts and then shows, No signal. Coz the CPU doesn't start how it will show windows 7 loading. I think my PSU is busted.
