Question CPU stuck at 0.2 GHz

I have a Acer Aspire A515-56 with a 11th Gen Intel Core i3-1115G4. I installed Ubuntu Server 24.04 on it. Now the CPU is limited to 200 MHz. I reinstalled Windows and still stuck at 200 mhz. I updated the BIOS, updated drivers, checked thermals I'm not getting over 40 C. The fans kick on during start up and then they will just abruptly stop and no matter what I do the cores don't move past 200 MHz on Windows or Ubuntu.
 
In Windows try using ThrottleStop.


It sounds like a BD PROCHOT throttling problem. Open the ThrottleStop Limit Reasons window and see if BD PROCHOT is red. If it is, try clearing the BD PROCHOT box on the main screen of ThrottleStop. Does that fix the problem? Post some ThrottleStop screenshots if you need help understanding this common Intel problem.
 
Thanks for the reply! You nailed it. Everything seems like its normal again. Admittedly I'm new to all this, how do I prevent this happening if I go back to Ubuntu?
