Question cpu stuck at 13 procent/ 0,48ghz gpu is fine

i just upgraded my pc from a ryzen 3 2200g to a ryzen 5 5600x i also installed new bios. But my cpu doesnt go above 15 procent i think its something with the bios,
i didnt change anything from the bios after updating it.

Pc specs:
Ryzen 5 5600x
rx560
motherboard: MSI a320m pro vh plus
ram : its corsair ddr4 ram 3200mhz 8gb i got 2 sticks of ram
corsair vs 650 watt powersupply
1gb hdd



bios version is: 7B07v3I5(Beta version) thats also the version that works the best with my cpu i have researched it

CMOS i did clear the cmos before the bios was flashed but not after going to try that NOW.

btw the system is older 4 years in the 4 year ownership i upgraded the ram from 4 gb to 16gb corsair ddr4 3200mhz ram and the GPU from integrated graphics to rx560

Is the windows power profile set to maximum performance?!
(And is the CPU max and min set at 100% in that power profile)

GSGO had a setting for enabling/disabling multicore rendering. With it enabled, 16.67 percent is all you could expect from a six core CPU.

CS2 also has this setting if that is the game you are actually playing.
