Question cpu stuck at 91% and wont go higher

hi
i did a lot of googling but couldnt find an answer :(

my CPU wont pass 91% even on a stress test (it wont hit 100% while i need it to!)

i did check the power plan and its set to 100% usage...
CPU temp is around 45 and after 5 min of stress test its around 63C

yea i noticed that part
but yea i am sure
utilisation its 91%

its kinda strange!

p.s: i dont want to upgrade this PC since i have Asus FX505,
but this 10% more , can solve my problem since my FPS in a game is around 30, and i dont want it to drop below 25 like it happens rarely right now....

also my GPU is nvidia 1030gt

Perhaps your mainboard BIOS only went up to a certain multiplier that works out to that clock speed...
(IS the CPU correctly identified in the BIOS startup?)
Is the CPU you are using on the 'officially supported CPU list' for the BIOS version you have?
yup it is
i may be wrong, but if the bios is not supported, isnt it like the system wont boot at all?
i checked the bios, its identity as Q8300


i got last bios update at 2014... and last time i checked, its supposed to support even core due Quad extream Q9650...

any idea if there is a App that shows the multiplier?

CPU-Z shows fluctuating clock speeds/multipliers, etc...


kinda strange, while stress CPU, here is what i see

in CPU Z i see core speed:
2495.93hz
multiplier 7.5
bus speed: 332
related fsb: 1331.30hz


is task manager :
2.27 ghz
91%
in ram section:
4 slot out of 4 slot
Form: DIMM
speed:533mhz

i have 6GB , 21 / 22
all of them are apacer , and speed is 800mhz

CPU Z, memory section:
FSB:DRAM (1:1)
Dram frequency: 332

So you've never played/tinkered with min/max processor states in power settings previously? Or XTU?

(I've never seen a CPU stuck at only 91% usage or clock speed.....)

i dont know what XTU is...
but nope i didnt change anything before...

i have changed windows 10 profile (even ultra performance), didnt help!


i was checking BIOS
i can chose from a list of bus speed for ram, auto and 667 works fine , but if i go above 833 (next one on my list), system wont boot and i get BSoD.
also did change some of CPU related settings! didnt help either


i wonder if there is any app like cpuZ so i can check again! ( if 3rd app show similar like task manager, or cpuZ)
