[SOLVED] CPU stuck on 21% usage

My CPU capped at 21% after putting in 15-9700k and then switching it back out with my old CPU *Intel Pentium Gold G5400. I have set maximum processor state in power plan, tried to change intelppm start in regedit among other things as well. My CPU is not over heating and has worked fine up until about a month ago.
Intel Pentium Gold G5400,NVIDIA GeForce GTX 1050, 16 GB RAM, Gigabyte H310M S2P

Wow thank you so much. I have been trying for like a month to get this to work. Can't believe it was something so simple.
