cpu temp question

my cpu readings are fluctuating a lot with a aftermarket program like core temp. the temp will go from 10c to 20c to 13c etc.......but when im in the bios its a solid temp reading.........also I tried to use amd overdrive and that told me my idle temp was 68c I don't think that's true considering that the bios reads 35 to 38c but I tried to play games and no problems. so I don't assume my rig is overheating. also my cpu cooler fan is always running high, I think that's a smart fan setting in the bios. anyways here are my specs.

amd fx 8320 8 core cpu
msi 970a-g46 motherboard
8gb of corsair vengeance ram
cooler master hyper tx3 cpu cooler
thermaltake 600 watt power supply
corsair obsidian 350d case
 
there are actually 2 CPU temps you can see... one is on CPU (the one changing fast) and one is on CPU socket (slow changing one). First can go up to 62C and second to 72C for my FX 8350 so it should be similar
 
i know core temp program reads the temp directly from CPU where the action is happening, BIOS reads the temperature from the MOTHERBOARD very close to the CPU and those parts take time to cool since they are made to "soak" heat from the cores
 
yes on bottom right you can see it says 17°C but as soon as I open chrome it bumps to 25, sometimes even if i dont do anything but when you stress the cpu readings change quickly but are realistic...

When I stress my CPU, left reading shows CPU SOCKET temp, it should be higher and max safe temp is 72C.
Right reading shows CPU CORE temp, its erratic but when stressed climbs slowly till it reaches working temp and is lower than SOCKET temp, max safe is 62C.
