Cpu temp & speed

I have a AMD A8 5500 cpu and MSI A55 E33 Mainbored. I mailny use the comp for downloading and watching 1080p movies but after putting up with the noise coming from the heatsink for the last 5 months its driving me crazy. I've had a look at coolers and decided on the cooler master hyper 212 evo but a few of the reviews said its good but is like a jet engine unless you lower the Rpm down, which i don't know how to do. So i tried lowering the stock coolers rpm in the UEFI first to see if that helped & how to do it. But when i change the speed nothing happens... If i were to buy the coolermaster heatsink would that allow me to change the speed? Or would i just be replacing the stock cooler for an even noisier heatsink?

My 2nd question is... I can't monitor my exact cpu temp as i cannot find a program that shows the correct temp with it been an APU but after 30mins on bios its showing 58c is this too hot? Plus i noticed when i use the comp for 3hrs playing about & then reboot the cpu temps on the bios when it first loads in is only about 38c? Why would my temps be lower multitasking rather than idle on the bios?

cooler noise comes from the fan and how fast it is spinning.
The cm hyper uses a 120mm fan that can run reasonably slow.
The cpu fan is controlled by the motherboard.
The fan I think is a 4 pin pwm type that is controlled by varying pulses of 12v voltage.
Some better motherboards can also control 3 pin fans via voltage.

Normally, you should expect initial idle temperatures to be in the range of 10-15c. over ambient.
 
CPU-Z tells me all the info about my cpu but not the exact temp?? geofelt if i got the cm evo would it just connect into the same port as my existing heatsink? And if so i know where to control the fan speed in the bios its just the stock cooler doesn't... so if i plugged the cm into the same port would it then allow me to change the speed?

Realtemp should tell you accurate cpu temps.
 


I downloaded it but it only downloads the files not the application. When i've looked before i found that there is no actual programs that can read APU's tempratures because when i use core temp it says 12-17c idle & 48c max on full load after running prime95 for 4hrs
