CPU Temp Spikes When Loading

So this is kind of a weird "issue". When I play Call of Duty: Modern Warfare Remastered, the game runs perfectly fine, with normal 60-70 degree temps. However.. When the game starts and it pre loads the shader cache, the temps jump to 90-100 degrees. The same thing happens every time you load into a new game, but as soon as you load in and start actually playing the game, the temps go back down to 50-60 IMMEDIATELY..

The cpu temps are also fine when doing anything else. Playing WoW and watching streams, playing Infinite Warfare, Siege, or Battlefield 1.

Any ideas what would be doing this? Or maybe it is somehow just causing the temp reading to be incorrect? This one has had me stumped for quite a while now.. : /

I am using an I7 4790K with a CoolerMaster Seidon 120V
 


I watch temps with HWMonitor. And do you have a link for AVX 2.0?
 
just do the 4gb test for 10 times, and monitor temperatures, if they will go high, then you have some sort of cooling issues, if they are ok (below 90) then all ok. This test is very CPU intensive, be careful.

The temps maxed at 100. And went down to about 80 at the lowest while the test is running.
Test finished without errors.
But I am assuming since my temps hit that point, I might have a cooling issue, and it normally is just fine, because other apps are not utilizing 100% CPU.
I find it odd that this game, which should be far less demanding than almost anything else I play. is maxing cpu usage, while loading... not even while in game.
