cpu temp unusually high

so an issue I'm having is my CPU temp is getting crazy high around ~95c. my fan on it is working as should and no unusual sounds or anything from it. do i need to reapply thermal paste to the CPU or is the fan just not adequate enough. I'm getting fps drops in all games due to (i assume) my CPU being throttled due to the heat its producing. any ideas on what the problem could be?

i7 2600 3.4 ghz
msi gtx 660ti
16 gb hyperx fury ram

I'd try cleaning the thermal paste, reapplying new one and reinstalling the CPU cooler.
