CPU temperature jumping at idle?

I am using HWMonitor to monitor my i7-4790k. It usually idles around 33C with a Noctua NH-D14 but for some reason it will occasionally randomly jump up to like 40-50C for a split second and then return to my normal idle temps. Is this a software error? Also my clock speeds constantly jump around from 800MHz (my usual idle clock speed) and will soemtimes quickly jump up to 3-4.4 GHz then back down to the normal 800MHz.
 
Solution
Your CPU sometimes has to work harder to process information. It should jump from 30C to 40C for a split second and come back down once every few minutes to an hour.

Hi Mechanics55, I don't think there a very simple solution, this thread discusses problems that looks like yours http://www.techspot.com/community/topics/cpu-usage-spikes.10830/page-2. Did you have a look at your process usage or anything? Did you change anything in you configuration?
