CPU temperature problem

I recently have upgraded from i3-3220 to i5-2500

I get massive fps drops and GPU usage spikes when my CPU usage reaches %100

I only use the stock heatsink of my previous i3 CPU
Becasue my i3's temps were good

Are my temps high?
Is the FPS problem from CPU Temp?

MSI GTX 1050 ti GAMING X 4GB
8 GB RAM DDR3
H61M-VS3
450w PSU (I have a spare 530w at home)

 
The problem is not with your temperature I don't think that 80C max temp would throttle you CPU, but if your CPU usage is always pinned at 100% then when you have a intensive scene your CPU has no room to "give more performance"
 


I did not have any problems with my previous CPU about being %100 and having high tempretures
BTW I game at 720p, so I don't think that requires a lot of processing...
 

What games are you playing?
 


Mostly the latest CoDs, HITMAN, Just Cause3 and many more...
But the problem is consistent with every game...
 

COD and JC3 aren't exactly great games on PC as they are poorly optimized that could be the issue or open up task manager when you start a game and see how much of the CPU the game it taking up compared to the rest of the system

 


about %80 I think
 

I really have no idea what the problem could be then as 80% is fairly normal for playing a game and you said at 100% usage it didn't do for the i3 then i've no idea

 


Game takes %80, rest of the system at about %20
It reaches %100 for a second or o and then the CPU Speed and usage decreases a lot, causing lags...
I don't use any extra fans for cooling
