[SOLVED] CPU temps after installing new cooler

I have a Ryzen 5 3600 and an Asus b450-f gaming mobo. I recently installed an aresgaming black 5 cpu cooler, similar to a hyper 212 evo or vetroo v5. I used HWinfo for the Tdie of the cpu and stress tested it using CPU-Z. While stress testing, the fans would reach 1500rpm, the max. The case panels are off too. Are these temps normal?
Idle: 38c
Load: 71c
Ambient: 24c
Gaming: 53c

If you put the case panels back on and get the same results then your good to go.
Ideal temps are 10-15C above ambient room temp and 65c-75C under load.
