Question CPU temps are high with the stock cooler ?

I recently bought an Intel i7-4790k CPU, it was put on an Asus H81M-E motherboard with the stock cooler,

After I turned on the computer I saw 100 degrees in HWMonitor, now I'm not sure, but the paste I used was in a paper envelope and when I put it on the processor a transparent drop like water fell and after that the paste didn't even have a light gray color.

I'm not sure if it was good, now it can be the stock cooler and I was thinking of changing both of them and the paste and the cooler. Which cooler can you recommend for a budget of 20-25 euros ?
I want to get rid of this temperature problem please, thank you.
 
Stock cooler has to be properly installed.
If it was used before, then push pins on cooler have to be reset prior reinstallation.
Or else cooler doesn't make proper contact with cpu.

I ran a 4790k with a Corsair H80 cooler for a long time. EBay has a number of parts available for £25 to £50 (multiply by 1.3 for approximate USD). Clearance was obviously no problem. The radiator was mounted using the 120mm rear fan position. Can’t recommend this as a solution as the parts will be old(er) and it’s EBay but there may be some close equivalent.

Also, buy some fresh thermal paste, it’s cheap, then try remounting the stock cooler.
