Question CPU temps overheating

i have had my pc for 3 years about to be 4 and i just started noticing problems on it 2 weeks ago or 3, i have done everything by buying high grade thermal paste, refilling coolant pumps, and making sure there is air flow through it, though the pumps work they do not do anything to help as the cpu just rises to 115 C within 2 minutes if it started at 40 C, the only problems i have noticed is that whenever i am in BIOS the CPU FAN 1 is N/A but I am unsure, any help?

I'll probably be a magician this time to find out what your system consists of and say that there's a problem with your motherboard.

Are you working with an all-in-one or a custom watercooling loop?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

You might want to mention what are populating the fan headers on your motherboard.
 
how do i fix these, i dont really want to wait a week to get my cpu cooler
Do you think, you can fix it?
It would require opening up cpu block and cleaning out gunk from it.
