[SOLVED] cpu throttled I7 12700k

i am noob.
i have 12700k overclocked with asus Ai OC from my Prime Z690A, @5+Ghz
DDR5@5200
EVGA CLC 240mm with lga1700 retention kit
temps seem great 30-40c idle, 60c ish when under load.

when running Intel Extreme Tuning Utility stress test or userbenchmark both are saying my cpu is throttled.

CPU throttled at 95% by Windows. Ensure maximum processor state is set to 100% via Settings > System > Power & sleep > Additional power settings > Change plan settings > Change advanced power settings > Processor power management > Maximum processor state.

checked the setting, and was at 100%, changed to something lower restarted, and changed back to 100% and restarted, just to make sure.
not sure where to look next?

Could be poor power delivery undo your overclock.

This seems to make sense.
The E-cores are turning UBM on its head. If the frequency of the cpu's cores isn't actually falling off a cliff, the 'throttled by Windows' can likely be ignored.
So if the E-cores are disabled, that message probably doesn't show up in UBM.
