Question CPU Throttling and bottlenecking

I recently purchased an Acer Predator Helios 300 with an i5-9300h and a 1660 ti. I have found that the cpu gets very hot when gaming which is expected but even when i undervolted and limited the core clock to 3ghz it was still throttling very badly (undervolt pictures attached). Also for some reason the cpu is always at 100% during the 3 games ive tested and the GPU is between 50%-60%. Also there's barely a difference in power draw when undervolted which im not sure is expected, and also Core 0 and Core and 2 is sometimes 15-20C higher.
