CPU Throttling Issue

Hello guys!
So, a couple of days ago, I tried to mess around with the task manager "priority" option, in an attempt to make my gameplay a bit smoother or so.
From what I understand, this is not permanent and is resetted once the game is closed or the pc is restarted. However, since I did that, my CPU (fx-6300) has been having some issues recently when I first turn on the PC, which is that it goes up to 80%-95% utilization in the task manager, causing the PC to lag for a while, and then goes back to the normal 3%-10%.

Well yea this is true. It turns out that whenever I am watching a stream (TwitchTV), it goes up to 90%.. Why is that?
Plus, what is the normal CPU usage percentage when running a game like LoL?
 


Try a different browser such as Chrome or Firefox. Perhaps your Waterfox browser is glitched.
 


Hmm. Mine does not go up to that percentage in Twitch. Check out your task manager and see if some other process is hogging all of the CPU usage while watching. (Other than Chrome)
