Question CPU Throttling Ryzen 3950x

My Computer is thermal throttling I believe it called. 1 day I'm running @ 4.0ghz next 29 days @547mhz

X570 Aorus Master / 3950x / 64GB Ram / 6900xt Water force / Aorus M.2 4.0 / PSU Thor 1200
HD: 3 M.2 C: 184gb / D: 279gb / E: 1.13tb Free
Power plan Set to AMD high performance - have switch it a couple of times
PC: Water cool CPU, GPU, NB temps aren't the issue -
update bios to latest F36b
Cleared my Bios & Cmos taking the battery out..
Started about 3 months ago... I updated my machine and started having some weird lag spikes..
When I first built this pc I OC to 4.0Ghz for months no issue: OC from Bios only - Now when I OC from bios it doesn't hold in windows..

What update did you apply? Was this to OS, BIOS, drivers?

4GHz is not OC but underclock. I can see no evidence of overheating, bot pictures appear to be taken when idle. Try under load with a benchmark like Cinebench or OCCT.

Latest on Driver, win 10, bios F36b - last couple of days its been @ stock clock speed - I game for an hour: my watts drop from 300 to 107 back to 240 and my lag / shuttering starts . I check my cpu its back to .5 mhz

From my last post till yesterday it worked fine, after update I'm back to .5mhz no matter if I open a game or run Cinebench R23
