[SOLVED] CPU Throttling?

Hey everyone, decided to look into OCing again. Downloaded some benchmark and monitoring programs and such and decided to do a baseline test first with nothing changed. Started up OCCT and ran its test, within about 2min I think I have my CPU throttling? I dled HWinfo to see where it was coming from, but I don't know how to read it really and nothing seems to be showing up. Could someone help me find out what's going on?

Okay I took another test and posted a new picture. There's a steady curve up to 63C and then it seems like it doesn't want to go above there, so it peaks down a few degrees then rises back up at the same interval as the clock downspikes. The readings on the side are from CoreTemp using TJmax, it goes from I think 17-21C, with it hovering around 18C before going a bit down to 17 Cand then 21C again.

Okay, so essentially my setup simply can't handle a maximum load because I don't have enough cooling. Is that right? I just replaced the thermal paste so it shouldn't be that, but it was from Amazon so...:/.
