[SOLVED] CPU Throttling?

Hey everyone, decided to look into OCing again. Downloaded some benchmark and monitoring programs and such and decided to do a baseline test first with nothing changed. Started up OCCT and ran its test, within about 2min I think I have my CPU throttling? I dled HWinfo to see where it was coming from, but I don't know how to read it really and nothing seems to be showing up. Could someone help me find out what's going on?

It's hard to tell without seeing some semblance of temperature readings. At best all I can tell is there's just regular hiccups with Core 0 for some reason.

Okay I took another test and posted a new picture. There's a steady curve up to 63C and then it seems like it doesn't want to go above there, so it peaks down a few degrees then rises back up at the same interval as the clock downspikes. The readings on the side are from CoreTemp using TJmax, it goes from I think 17-21C, with it hovering around 18C before going a bit down to 17 Cand then 21C again.

AMD says the maximum temperature for the processor is 61C, so it's hitting a thermal throttling condition.

Okay, so essentially my setup simply can't handle a maximum load because I don't have enough cooling. Is that right? I just replaced the thermal paste so it shouldn't be that, but it was from Amazon so...:/.

Correct. You need a better cooler.
