i want to play gta v, but once i installed it i quickly realized my old computer was not up to the job, so naturally i started looking at recommended system requirements and what i can get away with:

Intel Core i5 3470 @ 3.2GHZ (4 CPUs) / AMD X8 FX-8350 @ 4GHZ (8 CPUs)
8GB
NVIDIA GTX 660 2GB / AMD HD7870 2GB

is what they are asking for, as it turns out my system is no where near this:

a10-8700
16gb ddr3
Radeon HD 4890

My logic was if i get a powerful enough video card it can overcome any shortcomings of my system, so i got a second hand Zotac gtx 1080 ti
the result is a million times better but still not as good as it should be. I am pretty certain it is not the video card because before the guy sold it to me he showed me superposition benchmark of this video card with 160fps and score of 20550 which is close to the figures of others on unigine.com

Now im pretty sure i need to upgrade cpu, mboard, ram. As i was not planning on buying these i looking for this cheapest option
but i'm worried if i go with ryzen 5 2600 instead of the i5-8600k i still wont get the results i want

My question is will Ryzen 5 2600 be enough? or should i bite the bullet

p.s. my computer is hooked up to a tv, the resolution im running is 1080p

I would recommend the R5 3600, over either. It will be faster than an R5 2600, and give you more consistent performance, in newer titles, over the 8600k. Frametime variance can become an issue, with the 6 core Intel's, as some modern titles want more cores/threads, than those chips can provide.

I have had no problems with my 8600K at all even in the newest 2019 AAA titles. I have my 8600K overclocked to 4.9 GhZ and have seen Zero performance issues.

both ryzen 2600 & 3600 and 8600k will give you decent performance, way stronger than anything that would bother you now.
with 3600 you get around twice the raw horsepower of 8600k and almost identical FPS. with R2600 its a bit less, as this is where AMD did their homework, Still its enough to keep 1080 busy in any title.

I could not find a10 8700 in DB, so I added something I found similar:
