Question CPU unable to reach base clock speed when battery is not plugged into laptop

This is probably an incredibly stupid question, but I'm stumped.

I recently just installed Windows 10 Iot LTSC on my thinkpad, but I cannot get the cpu to work at baseclock speeds(unless battery is plugged in). The CPU is a i7 3632QM. The base clock is 2.20ghz, but it is currently stuck at 1.19ghz. I've changed the power plan to high performance and restarted, but it just will not work any higher than 1.19 ghz, which is not at all ideal. However, when I plug the battery in, it will then work at its base clock. Really stumped on what settings I could possibly change to fix this, because I do not recall this being an issue before I reinstalled windows.

Is that the problem? Like I said, I don't think it was a problem before this windows install. Also, I did unplug and replug the cmos battery before reinstalling windows, since I did do a cpu change, and it has not had problems keeping settings in the bios?
